AND WE COME TOGETHER TONIGHT TO GOD, LIFTING UP EACH LEADERSHIP OF COLLIERVILLE TODAY, LORD, FROM THE MAYOR TO THE BOARD AND ALDERMAN, EVEN DOWN TO THE TOWN ADMINISTRATORS TONIGHT. LORD, WE JUST LIFT ALL OF THEM UP. LORD, WE HAVE PLACED THEM IN POSITIONS AS AS TOWN LEADERSHIP, AND THEY HAVE GREAT INFLUENCE AND RESPONSIBILITY FOR OUR TOWN LORD, AT THIS TIME THAT WE'RE IN. AND GOD, WE GRANT THEM WISDOM. LORD, WE ASK YOU TO GRANT THEM WISDOM BEYOND. LORD, THEIR OWN UNDERSTANDING THAT THEY MAY LEAD WITH DISCERNMENT AND FAIRNESS AND INTEGRITY IN EVERY DECISION THEY FACE. LORD, WE PRAY YOU, GUIDE THEIR HEARTS TO SEEK THE RIGHT, JUST AND BENEFICIAL TO ALL THE PEOPLE OF THE TOWN OF COLLIERVILLE, JESUS. LORD, WE GIVE YOU, LORD, THIS PRAISE TONIGHT FOR LETTING US COME TOGETHER, LORD. WHEN THE WEIGHT OF LEADERSHIP FEELS SO HEAVY, COME WITH THEM, LORD, AND REMIND THEM THAT THE TRUE LEADERSHIP IS FOUND WITH HUMILITY AND AND WITH SERVICE, LORD, AND WE PRAY. ONE OF THE MAIN REASONS, BECAUSE I ALWAYS FELT LIKE COLLIERVILLE CARES FOR ITS CITIZENS, AND THE LEADERS HERE HAVE ALWAYS BEEN OUTSTANDING AND YOU ALWAYS LISTEN. SO THAT'S WHY FOR THE FIRST TIME IN ALL THOSE YEARS, I'M UP HERE. WHAT HAPPENED BASICALLY IS BEGINNING IN DECEMBER OF THIS YEAR, SUDDENLY WITH NO WARNING, GIANT CONSTRUCTION EQUIPMENT WORKERS AND EVERYTHING ELSE APPEARED BEHIND OUR HOUSE, ON THE TRAIL. WE WERE LIKE, WHAT'S GOING ON? SO I WENT AND ASKED SOME OF THE MEN WORKING. THEY SAID, OH, THEY'RE GOING TO MAKE IMPROVEMENTS TO THE TRAIL. I'M LIKE, YEAH, THAT'S GREAT. YOU KNOW, IT'S WONDERFUL. WE LOVE THE TRAILS. THEY SAID THEY WERE GOING TO BE DONE THE END OF JANUARY. I WAS VERY EXCITED, ALTHOUGH IT WAS A LOT OF NOISE AND EVERYTHING ELSE IS WORTH IT. AS JANUARY PASSED, MY HUSBAND HAD A SEVERE MEDICAL ISSUE. HE IS A DISABLED VETERAN. I WORK FOR COLLIERVILLE SCHOOLS, RETIRED, BUT STILL WORK WITH THEM AS A TN CORE TUTOR. BUT I FRACTURED MY BACK IN FEBRUARY SO AS IT KEPT GOING, WE WERE A LITTLE BIT STRESSED OUT WITH OTHER ISSUES. WE REALLY KEPT ASKING WHAT'S GOING ON HERE? AND NOBODY COULD EVER ANSWER THAT QUESTION. IT'S, OH, WE'RE GOING TO PUT A PRETTY BOARDWALK.

WE'RE GOING TO DO THIS. WELL, WE WOKE UP LAST WEEK AND IT WAS FINISHED, AND WE HAVE AN ELEVATED WOODEN WALKWAY, WHICH NOW ALLOWS PEOPLE TO LOOK IN OUR YARD, NOT FROM THE NECK UP, FROM THE WAIST UP INTO OUR WHOLE YARD, FROM THE SIDE AND FROM THE BACK. ZERO PRIVACY. I ACTUALLY HAD A LADY STOP THE OTHER DAY, LEAN OVER INTO MY YARD AND SAY, OH, IF SOMEBODY DID THIS TO ME, WE'D BE MOVING. YOUR PROPERTY VALUE JUST WENT DOWN. AND I'M GOING, I MEAN, FROM A STRANGER. AND ON TOP OF THAT SAFETY, IT IS AT A POINT WHERE ANYONE COULD EASILY ACCESS JUMP OVER OUR FENCE AND GET IN OUR BACKYARD. SO WE ARE GOING TO LOOK AT HAVING THE EXPENSE OF HAVING TO PUT MORE SECURITY CAMERAS IN THE BACK, IN ADDITION TO A FENCE, WE HAD HAD SEVERAL ESTIMATES. WE ARE ON A FIXED INCOME, AND I JUST FEEL LIKE DUE TO THE FACT THAT WE WEREN'T. THE WORST PART, I THINK, IS THAT WE ALWAYS FELT LIKE WE WERE GIVEN A HEADS UP FROM OUR THE PEOPLE IN COLLIERVILLE. THIS CAME OUT OF NOWHERE LEFT FIELD. AND I'M LIKE, THIS ISN'T THE BILL I KNOW. YOU KNOW, THE FACT THAT WE'RE LEFT WITH HAVING TO PAY FOR A FENCE THAT'S ONLY TEN YEARS OLD AND IN GREAT SHAPE, AND HAVING TO GO AND PUT A BRAND NEW ONE IN AT OUR EXPENSE, JUST SO I CAN FEEL SAFE AND COMFORTABLE IN MY OWN OUR BACKYARD. SO I'M JUST ASKING AND PRAYING THAT YOU WILL, AGAIN, PLEASE HELP US THROUGH THIS. I THINK THERE'S BEEN SOME WORK DONE IN THAT DIRECTION. I WANT TO TELL YOU, WE LOVE THESE PARKS. BELIEVE THAT WE HAVE SOME DRAINAGE ISSUES. WHEN YOU LOOK AT IT YOU'RE GOING TO FIND DRAINAGE ISSUES. MY DAD IS ON A FIXED INCOME AND IF HIS FENCE IS ABOUT A YEAR OLD, ALONG WITH THE KEYS AND THE WAGNER'S, THEIR FENCES ARE ALL BRAND NEW. AND IF YOU HAVE TO PUT UP AN EIGHT FOOT FENCE, THAT'S COSTLY. I JUST THINK SOMETHING NEEDS TO BE DONE. THIS THIS WASN'T HANDLED VERY WELL AT ONE THOUGHT OUT VERY WELL. ENGINEERING IS REQUESTING A BUDGET AMENDMENT TO APPROPRIATE $173,000 OF GENERAL FUND UNASSIGNED FUND BALANCE FOR THE HOLMES ROAD BRIDGE PRECAST SLAB OVERLAY NON CAPITAL PROJECT TO COVER THE COST OF THE ACCEPTED BID. THIS WILL BRING THE TOTAL PROJECT BUDGET TO $473,000. ENGINEERING IS ALSO REQUESTING A BUDGET AMENDMENT TO APPROPRIATE $80,000 OF THE CDBG GRANT FOR THE WEST STREET WATER SYSTEM IMPROVEMENTS. WE'VE HEARD CONCERN ABOUT DRIVE THRUS, PARTICULARLY TRAFFIC IMPACTS RELATED RELATED TO DRIVE THRUS. SO THERE'S A REQUIREMENT THAT IF A USE IS GOING TO HAVE A DRIVE THROUGH, YOU HAVE TO GO THROUGH THE CONDITIONAL USE PERMIT PROCESS AND DURING THAT PROCESS WILL REQUIRE TRAFFIC STUDY. AND WE'LL LOOK AT IMPACTS TO TO THE ROADWAY, MAKE SURE THAT THERE THERE'S ENOUGH STACKING ON SITE. AND THAT WOULD APPLY NOT JUST TO RESTAURANTS, BUT THAT COULD APPLY TO PHARMACIES, TOBACCO STORES, ALL KINDS OF USES THAT WOULD HAVE DRIVE THRUS IF THE USE. IT WAS MAYBE A SIT DOWN RESTAURANT THAT DID NOT HAVE A DRIVE THROUGH. IT WOULD BE ALLOWED BY. RIGHT, WHICH IS THE CASE NOW. WE'RE ALSO ADDING IN SOME FLEXIBILITY DURING THE SITE PLAN PROCESS FOR PARKING MAXIMUMS AND PARKING MINIMUMS. SO WITH OUR PARKING MAXIMUM WE HAVE A CAP. AN EXAMPLE IS MCDONALD'S.
