THE PURPOSE OF THIS AGENDA ITEM IS TO REQUEST APPROVAL OF A PRELIMINARY SUBDIVISION PLAT LOCATED NORTH OF STATE ROUTE THREE, 85, EAST OF SYCAMORE ROAD, AND SOUTHWEST OF HIGHWAY 72. TOWNSHIP DEVELOPMENT SERVICES IS REPRESENTING THE OWNER, AND JOHN MCCARTY SERVES AS THE DESIGN PROFESSIONAL FOR THIS PROJECT. AND I BELIEVE THEY'RE IN THE AUDIENCE TONIGHT. THE PLANNING COMMISSION APPROVED A GRADING PERMIT FOR THIS SITE AND THE GRADING COMMENCED LATE LAST YEAR. OKAY, SO THE AS A BIT OF BACKGROUND, THE SUBJECT PROPERTY WAS USED AS A LANDSCAPE NURSERY AND IN 2016 A PORTION OF IT WAS REZONED FROM FAR TO RESTRICTED RESIDENTIAL OR RE. IN MAY 2024, THE BMA APPROVED RESOLUTION 2020 4-01, WHICH RATIFIED A 15 YEAR PAYMENT IN LIEU OF TAXES OR PILOT TO THUMBS AND MACHINERY, AS RECOMMENDED BY THE COLLIERVILLE INDUSTRIAL DEVELOPMENT BOARD. SO, AS MENTIONED, GRADING. THE GRADING PERMIT WAS APPROVED IN APRIL 2025, AND IN NOVEMBER 2025 THE PLANNING COMMISSION APPROVED STAFF INITIATED CHANGES TO THE MAJOR ROAD PLAN THAT AFFECTED THE SUBJECT PROPERTY, SO EXTENSIONS OF COMMERCE DRIVE AND WINCHESTER ROAD, INCLUDING THE FUTURE CONNECTOR ROAD FROM WINCHESTER ROAD EXTENSION TO HIGHWAY 72, WERE ALL ADDRESSED IN THAT AMENDMENT. SO THE NINE LOT INDUSTRIAL SUBDIVISION WILL SERVE AS A NEW FACILITY FOR THE THOMPSON MACHINERY FACILITY, SO IT WILL ALSO BE PROVIDING ADDITIONAL INDUSTRIAL SPACE. SO SOME OF THE LOTS WILL HOUSE THE VARIOUS THOMPSON BUSINESS OPERATIONS, INCLUDING EQUIPMENT RENTAL, SHOWROOM, THE ADMINISTRATION MAINTENANCE SHOP AND A TRAINING CENTER, SO THE REMAINING LOTS WILL REMAIN UNDEVELOPED UNTIL A SUITABLE USE IS IDENTIFIED. SO A 12 FOOT WIDE GREENBELT TRAIL AS SHOWN IN GREEN. IT'S A NARROW TRAIL, WILL BE PART OF THE REGIONAL TRAIL NETWORK. THE GREEN TRAIL. SO UNTIL THE WINCHESTER ROAD EXTENSION IS COMPLETE, ACCESS TO THE SITE FROM HIGHWAY 72 WILL BE FROM DISTRIBUTION PARKWAY AND COMMERCE PARKWAY, SHOWN IN YELLOW ON YOUR SCREEN. SO THE SUBDIVISION WILL BE DEVELOPED IN TWO PHASES PER THE TRAFFIC STUDY. PHASE ONE WILL BE THE THOMPSON DEALERSHIP, WHILE PHASE TWO ASSUMES A HIGH CUBE, TRANSLOAD AND SHORT TERM WAREHOUSE. LAND USE. WITH OVER 1,000,000FTā– S IN SIZE THAT WILL GENERATE ABOUT 14,000 DAILY TRIPS, WITH 81 TRIPS IN THE AM PEAK HOUR AND 101 TRIPS IN THE PM PEAK HOUR. SO, GIVEN THE UNCERTAINTY OF THE FUTURE LAND USE FOR THE THE REMAINING PARCELS, THE TOWN'S TRAFFIC ENGINEER RECOMMENDS A NEW TRIP GENERATION ANALYSIS. WHEN THE THE INDIVIDUAL LOTS ARE DEVELOPED TO ENSURE THAT THE TRIP GENERATION IS WITHIN THE ASSUMPTION AS THEY PRESENTED IN THE TRAFFIC STUDY. BUT IF THE ANALYSIS SHOWS A HIGHER TRIP GENERATION THAN WAS ASSUMED, A NEW FULL TRAFFIC STUDY WILL BE REQUIRED. AND AS THIS SITE DEVELOPS IN THE FUTURE, IT IS EXPECTED THE INTERSECTION OF COMMERCE AND HIGHWAY 72 WILL MEET THE MUTCD'S SIGNAL WARRANTS. A SIGNAL WARRANT ANALYSIS WILL BE CONDUCTED WITH THE SUBMITTAL AND APPROVAL OF EACH SITE PLAN OR THE INDIVIDUAL SITE PLANS AS THEY COME IN. SO IN TERMS OF TREE PRESERVATION, SOME TREES WERE REMOVED DURING THE PRELIMINARY GRADING AND SOME MORE WILL BE REMOVED FOR THE INITIAL ROAD NETWORK. APPROXIMATELY 34.6 OF THE SITE WILL CONTAIN EXISTING TREE CANOPY THAT WILL BE PRESERVED DURING THE INITIAL INFRASTRUCTURE CONSTRUCTION, BUT WHEN THE INDIVIDUAL LOTS ARE DEVELOPED, ADDITIONAL TREES MAY BE REQUIRED FOR THIS INDUSTRIAL PROPERTY. OF THIS SIZE, THE ZONING ORDINANCE REQUIRES AT LEAST 17 TREES PER ACRE, SO TO ENSURE COMPLIANCE WITH THE TREE REQUIREMENT, LANDSCAPE PLANS WILL BE REQUIRED, WHICH EACH SUBSEQUENT SITE PLAN. SO AS YOU CAN SEE, NONCONNAH CREEK RUNS THROUGH THE PROPERTY. SO LETTERS OF CONCURRENCE WERE OBTAINED FROM TDEC AND FROM THE US ARMY CORPS OF ENGINEERS. SO RIGHT NOW ON SITE, THE DETENTION IS NOT REQUIRED, BUT IT MAY BE REQUIRED WHEN THE THE LOTS ARE DEVELOPED. SO UTILITIES WILL BE PROVIDED ALONG WITH THE ROAD INFRASTRUCTURE. WATER WILL BE REMOVED FROM SYCAMORE TO

COMMERCE AND SEWER WILL BE CONNECTED INTO THE ROLLING MEADOWS OUTFALL NEAR THE CONNOR CREEK. SO THE SUBDIVISION REGULATIONS REQUIRE IMPROVEMENTS TO ROAD FRONTAGES AND COMPLETION OF ROADWAYS, PER THE MAJOR ROAD PLAN. HOWEVER, IN LIEU OF THE REQUIRED ROAD IMPROVEMENTS, THE APPLICANT IS WILLING TO DEDICATE RIGHT OF WAY CONSISTENT WITH THE AMENDED MAJOR ROAD PLAN. THE FIRST REQUEST IS INSTEAD OF CONSTRUCTING IMPROVEMENTS ALONG SYCAMORE ROAD, THE DEVELOPER WILL DEDICATE ADDITIONAL RIGHT OF WAY ALONG WINCHESTER TO ACCOMMODATE THE FUTURE WIDENING. THE SECOND REQUEST IS DEDICATING ADDITIONAL RIGHT OF WAY INSTEAD OF CONSTRUCTING CONSTRUCTING THE WINCHESTER ROAD EXTENSION, BECAUSE RIGHT NOW THE ALIGNMENT OF WINCHESTER ROAD WEST OF SYCAMORE ROAD HAS NOT BEEN SET, AND IT'S CRITICAL FOR FOR THAT THAT ALIGNMENT TO HAPPEN BEFORE THEY CAN LIKE IMPROVE THAT ROAD. SO THE RIGHT OF WAY WILL BE DEDICATED WITH THE FINAL PLAT. BUT ONCE THE ALIGNMENT IS KNOWN, ADDITIONAL RIGHT OF WAY MAY BE NEEDED FROM THE ADJOINING LOTS. SO THE THIRD REQUEST IS TO IMPROVE THE ONLY THE CENTER TWO LANES OF DISTRIBUTION PARKWAY, WHICH IS ACROSS THE NORTHERN PORTION OF THE SITE. SO THE DEVELOPER OF THE NORTHERN PARCELS WILL CONSTRUCT THE REMAINING LANES ALONG WITH CURB AND GUTTER AND SIDEWALKS. WHEN THOSE PROPERTIES ARE DEVELOPED. SO TO JUST TO ILLUSTRATE THE RIGHT OF WAY DEDICATION. SO ON YOUR SCREEN YOU'LL SEE THE RIGHT OF WAY DEDICATION ALONG SYCAMORE ROAD IS APPROXIMATELY 0.33 ACRES. SO THIS AREA, ALONG WITH THE RIGHT OF WAY DEDICATED TO THE FUTURE WIDENING OF WINCHESTER ROAD, WOULD HELP OFFSET THE COST OF WIDENING WINCHESTER ROAD TO ITS FULL WIDTH IN THE FUTURE, ACCORDING TO THE MAJOR ROAD PLAN. SO THE TOWN WILL ALSO PURSUE MPO FUNDING FOR THE WINCHESTER ROAD EXTENSION AND THE FUTURE INTERSECTION WITH SYCAMORE ROAD. YEAH, SO STAFF RECOMMENDS APPROVAL OF THE PRELIMINARY PLAT AS IT'S CONSISTENT WITH THE ZONING ORDINANCE, THE THE AMENDED MAJOR ROAD PLAN AND THE SUBDIVISION REGULATIONS, WITH THE EXCEPTIONS OF THE REVERSE, THEY'RE REQUESTING. SO THE BMA WILL DECIDE WHETHER THE WAIVERS FOR THE REQUIRED ROAD IMPROVEMENTS WILL BE GRANTED. SO I THINK IT'S IF THE PLAT IS APPROVED TONIGHT, THE BMA WILL HEAR THE REQUEST ON JANUARY 26TH. BUT FROM SYCAMORE ROAD TO 72 THE THE INSTALLATION OF WINCHESTER ROAD, WHERE DOES THAT GET PAID FOR? SYCAMORE ROAD TO 72. EIGHT. THAT. YEAH. SO I THINK THE DEVELOPER IS GOING TO BE THEY'RE PUTTING IN THREE LANES OF THE NEW WINCHESTER ALIGNMENT ON THEIR PROPERTY. AND THERE'S A LITTLE SMALL SECTION THAT IS GOING TO BE LEFT OVER. THAT'S THE CONNECTION FROM DISTRIBUTION FROM DISTRIBUTION TO TO YEAH TO SYCAMORE. AND OUR HOPE IS EVENTUALLY TO LOOK TO THE MPO FOR FUNDING FOR WINCHESTER WHEN JUST TO CONNECT THE JUST TO CONTINUE. AND THE TOWN IS OKAY WITH THAT, AS THEY THINK THE LAND OUTWEIGHS THE COST OF THE IMPROVEMENTS. IT IT HELPS TOWARDS THE COST OF THE IMPROVEMENTS. SO THE LAND HAD TO TAKE IT THROUGH. ANOTHER EMINENT DOMAIN OR SOMETHING LIKE THAT THEN. YEAH. SO THEY'RE DEDICATING THEY'RE GIVING US SOME OF THE RIGHT OF WAY FOR THE FUTURE IMPROVEMENTS TO SYCAMORE. INSTEAD OF MAKING THE IMPROVEMENTS, WOULDN'T TYPICALLY THE DEVELOPMENT BORNE THE COST OF ANY PUBLIC IMPROVEMENTS ALONG THE RIGHT OF WAY ROAD, AS PART OF THEIR DEVELOPMENT AGREEMENT WITH THE BMA? YES, THAT WOULD BE INCORPORATED IN THE DEVELOPMENT AGREEMENT. THAT'S NOT AT THIS STAGE. I'M JUST ASKING. NO, NO. MY QUESTION WAS WHAT? THAT I SAW SOMETHING IN THERE THAT SAID THAT THE FUTURE DEVELOPMENTS WOULD PAY FOR THE THOSE SECTIONS ADJACENT TO THEM, BUT IF WE'RE DOING THAT, THEN WE'RE GOING TO ANY IMPROVEMENTS LIKE THAT ARE GOING TO BE PIECEMEAL. BUT THEN THE DEVELOPER THAT'S BUILDING THE OTHER SIDE OF THE ROAD OR THE THEY'RE GOING TO HAVE TO PAY THE FULL COST OF IMPROVING THAT ROAD AT THAT SECTION. IN THAT SECTION. YEAH, THEY WILL BUILD TWO LANES OF IT, AND THE DEVELOPER WILL BUILD THE THE REMAINING CARBON GUTTER. AND I THINK AN ADDITIONAL LANE ON DISTRIBUTION TOWN THEN USE THE FUNDS THAT THEY DIDN'T HAVE TO SPEND TO BUY THE RIGHT OF WAY TO HELP OFFSET THAT COST FOR THAT NEXT DEVELOPER, I THINK. SO I THINK THEY ARE ONLY GIVING RIGHT OF WAY ON LAND THAT THEY OWN. SO THE THE I THINK THERE ARE SOME PARCELS ALONG DISTRIBUTION PARKWAY THAT ARE JUST INDEPENDENT. RIGHT. THEY'RE OWNED BY OTHER PEOPLE.

SO WHEN THEY COME IN, THEY WILL GIVE THE RIGHT OF WAY AND THEY WILL BUILD THAT, THAT LANE AND THAT THAT IMPROVEMENT. OKAY. YEAH. IT SOUNDS AS IF WHAT WE'RE DOING IS WE'RE GIVING WE'RE TAKING RIGHT AWAY FOR DEFERRED IMPROVEMENTS AS THE SUBDIVISION, AS THEY DEVELOP THE REST OF THE LOTS, WITH THE THOUGHT THAT THE DEVELOPMENT WILL, IN ITS ENTIRETY, PAY FOR THE IMPROVEMENTS AS IT'S DEVELOPED. ARE WE TALKING ABOUT DISTRIBUTION PARK OR ARE WE TALKING ABOUT WINCHESTER? YEAH, WE GOT A LOT OF YEAH. I MEAN, I KNOW WE HAVE SYCAMORE AND WE HAVE DISTRIBUTION PARKWAY AND NOW WE ACTUALLY HAVE ONE. SO ALL THREE OF THEM HAVE IMPROVEMENTS THAT ARE GOING TO BE DEFERRED UNTIL THE DEVELOPMENT IS ENTIRELY BUILT OUT. I ONLY ASK THAT BECAUSE IF IF WE'RE NOT ASKING THESE QUESTIONS AND WE'RE JUST LOOKING AT A PLAN AND SAYING WE APPROVE IT BECAUSE IT LOOKS NICE AND IT LAYS OUT AND YOU KNOW, THERE'S NO TRAFFIC IMPACT. SO I ONLY ASK THIS IS FOR DUE DILIGENCE, SO THAT IF WE'RE GOING TO APPROVE A SITE PLAN, WE UNDERSTAND KIND OF WHAT THE THOUGHT PROCESS BEHIND THE RECOMMENDATION IS. WELL, WINCHESTER WAS THE THOUGHT PROCESS BEHIND WINCHESTER WAS THAT THEY ARE GOING TO GIVE. SO THEY'RE BUILDING THREE LANES OF WINCHESTER, EXCEPT FOR THE SMALL SECTION BETWEEN SYCAMORE AND WHERE WHERE THAT DISTRIBUTION PARKWAY, THEY'RE BUILDING THREE LANES ALL THE WAY TO CHENEY. AND THEN THEY'RE ALSO GOING TO GIVE US THE RIGHT OF WAY TO BUILD THE ENTIRE FIVE LANE CROSS SECTION. PLUS THE CURB AND GUTTER. SO WHERE THEY'RE GOING TO PUT IN THREE LANES TO PUT IN, THEY'RE GOING TO PUT IN A CENTER LANE AND ONE LANE IN EACH DIRECTION, TRAFFIC THE OTHER. YES. YOU BUILD THE THREE LANES AND DEDICATE THE ADDITIONAL RIGHT OF WAY. AND IF YOU'RE NOT FAMILIAR WITH THAT, IT'S ACTUALLY FUNDING THROUGH THE FEDERAL HIGHWAY ADMINISTRATION THAT ROUTES THROUGH T-DOT. AND THEN THE TOWN GETS ITS THE FUNDS THAT THEY'VE USED ON THE ROAD, THE POPLAR AVENUE WIDENING NOW AND SEVERAL OTHER OF THOSE LARGE PROJECTS THAT IT'S AN 80 OVER 20 GRANT. THE TOWN PUTS IN 20% OF THE MONEY.

T-DOT FEDERAL HIGHWAY PUTS AN 80%, BUT IT HAS TO ROUTE THROUGH OUR MPO TO GET PRIORITY.

AND SO THE TOWN'S GOING TO START THAT PROCESS OF MAKING THAT A PRIORITY. AND THE THOUGHT IS, IS THAT THEY WOULD PROBABLY CONNECT FROM WHERE WE'RE ENDING AT DISTRIBUTION AND BUILD A TWO LANE ROAD SECTION ALL THE WAY TO COWAN. SO WE ACTUALLY GOT THE TRAFFIC HELP TO TAKE TRAFFIC OFF THE INTERSECTION AND BRING THE CARS THROUGH THAT. AND THEN AS THE REMAINING PROPERTY DEVELOPS, THEY WOULD BUILD THOSE LAST TWO LANES AS AS THEY DEVELOPED ACROSS, I THINK IT'S MOSTLY THE CARTWRIGHTS AND SOME OTHER FAMILIES THAT OWN THAT LAND THROUGH THERE. SO WHAT WE'RE GOING TO DO IS BUILD THOSE TWO LANES ACROSS THE NEIGHBOR'S PROPERTY THAT WE'RE NOT RESPONSIBLE TO BUILD, BUT THEY WILL BE BUILT AND BE A WHOLE LOT BETTER TRAFFIC SITUATION FOR EVERYBODY. AND THEN WHEN THE SEELEY FOLKS OR WHOEVER, THEY SELL THOSE UNDEVELOPED LOTS TO DEVELOP THOSE LOTS IN THE FUTURE, THAT'S WHEN THOSE LAST TWO LANES ACROSS THE SEELEY PROPERTY TO THE NORTH WOULD BE DEVELOPED. SO DISTRIBUTION IS YOU'RE JUST PUTTING THE HEAVY DUTY TRAFFIC ON DISTRIBUTION ON THE ROAD, SO YOU DON'T PUT THE WEAR AND TEAR ON THE PUBLIC ROADS, GETTING THEM OUT TO 72, WHICH CAN HANDLE THAT TYPE OF TRAFFIC INSTEAD OF ON THE INTERSTATE.
